Roxanna was born on December 12, 1979, in Carlsbad, New Mexico.
She came into this world full of energy, enthusiastic, vibrant, and ready to take on the world. At the early years of life she established that Roxanna was going to do what Roxanna wanted to do. With that high spirit Roxanna begin to build her legacy. First she became the grandbaby that could never do wrong at her Welita’s. She let her aunt’s know about her lung capacity with her loud cries. She also mastered the use of her little red fire engine around Welita’s kitchen. Roxanna had experienced a broken ankle where she obtained a foot and ankle cast that only lasted a week or two. As her legacy building continued Roxanna received the leading role as Dorothy from the wizard of Oz in an elementary school in San Diego, California. From there Roxanna became a key player in the boy baseball team in Bay City, Texas where she also mastered the art of fishing for redfish and she out performed her Dad, Joe and his friend Rob. One of the few activities that would get her to be up early and actually ahead of the scheduled time. Upon the family return to Carlsbad she attended Alta Vista, PR Leyva, and graduated from Carlsbad High.
She decided to join the military and took the Navy route (proud Navy Dad). She entered under the field of electrician where she obtained her certifications. She honorably served the US Navy from 1998 – 2002 with most of the time on the USS Leyte Gulf (CG55). This was during the 911 events and the Persian Gulf War. She was not done after the 4 years in the Navy Roxanna decided to join and complete 2 years with the US Coast Guard with another Honorable Discharge. She decided to try her work out in the private sector after the Coast Guard venture where she held positions as a Security Guard and EMT/Fire Fighter in Virginia. During her EMT/Fire Fighter training Roxanna and Hunnie (her child – dog) returned to Carlsbad to assist with the care of her Welita until she (Welita) was called to be with the Lord. Roxanna’s next adventures took her to Washington State (specifically the Tri-Cities) to be with her immediate family. In Washington Roxanna (now with Hunnie and Layla – her other pup) put her efforts in various activities and loved to help the homeless. She always carried some care kits in her car to provide to those she saw in need. She also purchased a fixer upper home that she assisted in to get move in ready. During the Washington venture she obtained her 3 rd pup (Little Beary) which was a puppy from Layla. Her 3 pups were the world to her and she loved them immensely. In 2021 she made a decision to move to Kingsville Texas to try a new reset for those items she liked to do. She spent time with the Central Baptist Church there and was always excited when they would help those in need except for the part of harvesting deer. There she made many friends and focused on performing work for the Lord. She established a strong spiritual family base there with the Central Baptist Church family including a great Hermanita (Imelda Alcala). A couple years after being there Roxanna took her energy to San Antonio where she purchased a newly constructed home. This was a major accomplishment in that it was a purchase totally on her own without any assistance from others. Her passion continued to be to help others as a priority and usually before taking care of her own needs.
Roxanna was preceded in death by her grandmother and grandfather Laurencia and Jesus Fierro; grandfather Jose V. Franco; cousin Joshua Kendall and 2 nd cousin Amarah Kendall.
Survivors are her mother and father, Roxie and Joe Franco of Pasco, WA; brother Joey Franco of Pasco, WA; grandmother Lorina Franco of Carlsbad, NM; her aunts, uncles and many cousins.
Honorary Pallbearers include her loving cousins; the Emergency Response personnel; and those in the military who continue to sacrifice their lives for our freedom.
